It's Major Holley (see the title of the video clip).

Slam Stewart and Major Holley both had that style of singing along with their bowed bass solos. One of them did it in unison and the other an octave above.

Somewhere I have got an LP of the two of them together and it's fun, but I must admit it doesn't find its way onto the turntable very often.
