Looks like a generic Chinese horn. Some are very playable and some are unplayable.

One would needs to play and inspect it.

A lot of horns are imported from China for specific importers/shops. They have their own quality control before endorsing with a name on the instrument.

A nameless horn may come from the same factory or even the same bench but may be a reject or held to a lower standard.

It may be a sweetheart or a very expensive lamp project.
